西部旅游业的现状及发展策略 本科毕业〔设计〕论文 西部旅游业的现状及开展战略 姓名 学院 专业 指点教员 汤轶玮 商学院 市场营销 唐俏 完成日期2004 年 5 月 西部旅游业的现状及开展战略 摘要 西部地域辽阔,风景有限,旅游资源丰厚,旅游文明外延深邃,借西部 大开发这个契机,鼎力开展西部旅游产业,从而带动整个西部经济的开展具 有重要作用。 西部旅游资源散布广、数量多,且层次高、精品多。陕西、广西、云南、 四川、新疆,西藏等省区以旅游大省著称,西部的兵马俑、黄陵、壶口瀑布、 敦煌、塔尔寺、天山天池、布达拉宫、石林、丽江、大理、西双版纳、黄果 树瀑布、九寨沟、乐天大佛等蜚声海外外。旅游业是综合性产业,具有极强 的产业关联度。据世界旅游组织的资料、旅游业每添加1 元支出,相关行业 的支出就添加 4.3 元,每添加 1 个直接失业人员,社会就能添加5 个失业时 机。因此,以旅游为先导,势必可以带动西部的基础设备、饮食效劳、商业 贸易等诸多相关产业的开展。 西部旅游资源的全体开发不够,产业结构和质量不尽理想;大旅游产业 观念尚未真正树立、交通等基础设备落后仍为制约要素;交通方便,旅游本 钱过高,缺乏一致规划,难以构成〝合力〞和全体优势。总之,旅游产业开 展的总体水平依然很低,国际开展差距较大。 开展西部旅游业,必需树立新的旅游观、新的旅游产品观、新的旅游目 的市场观以及新的旅游开发观等。就中央政府而言,应扮演好旅游资源开发 的维护者,区域旅游资源开发基础设备的投资者,区域旅游法规的制定者和 招待者、旅游资源地维护者等角色。同时,在旅游业开展进程中,应处置好 中央政府与中央政府以及中央政府与旅游企业等之间相互关系。就财政部门 而言,应把西部地域的旅游业作为财源树立的新的经济增长点来加以扶持, 如加大对基础设备树立的投入力度,推进旅游业税费革新以减轻旅游企业担 负,促进大型旅游企业集团的构成以及制定优惠政策,以引推进旅游业进内 资和外资,推进区域结合,树立旅游网络体系,聚集西部地域旅游资源优势, 提高旅游业的资源配置效率和效益。 关键词:关键词:西部旅游 旅游资源 市场开发 营销战略 STATUS QUO AND STRATEGIC DEVELOPMENT OF WESTERN CHINA TOURISM ABSTRACT China is worthy of the title 〝a country with abundant tourism resources〞 in the whole world, whereas western China is the storehouse of precious tourism resources in China. The advantaged natural conditions, beautiful natural landscape, astonishing topography as well as extraordinary human cultural and unique folk customs endow the tourism resources in western China with an distinguished feature of rich content, diversity, uniqueness and comprehensiveness. It is famous for originality, mystification, wildness and novelty. The western China has all of the six categories, 74 kinds of tourism resources, which are listed in General Investigation of Chinese Tourism Resources. Besides, it also has all other climatic resources, cultural resources and transnational tourism resources that are not included. Either for natural landscape or human culture, all the tourism resources in western China are unique and unmatched. It becomes the best tourism resources in western China. Tourist industry is a pillar industry of the third industry in most places in western China. It can promote the improvement and optimization of industrial structure. If it achieves a great success, it can serve for〝strengthening the primary industry and improving the second industry〞 . Therefore, the western China should change the old idea, make innovation and speed up the improvement and optimization of industries in order to practically shorten the distance between the eastern areas. It should apply leaping type development strategy and give priority to the development of the third industry, especially the industry that has strong competitive power worldwide, such as tourist industry. It can get ahead of others even by surpassing the industrialization development stage. It has become an increasingly important strategic task for Chinese people to make great efforts in the grand-scale development of western China.
