Through the functional orientation of the electronic commerce industrial park and the analysis of the current development situation of the industrial parks in Hangzhou , this article tries to point out the problems in the e-commerce industrial park development, and present the optimization suggestions. Keywords- Electronic commerce; industrial park; industrial cluster I.INTRODUCTION The 28th statistical report on Internet development in China promulgated on 19 July, 2011 by the CNNIC shows that, by the end of June, 2011, there are 173 million online shopping users ,20700 e-commerce web sites, and 12500 other alternative enterprises like B2C and C2C. According to a random sampling survey on Taobao sellers from the Alibaba study center in 2011, 10.1% of the surveyed sellers’ annual sales are more than 500000, and only 1.1% annual sales are over 5 million. It is thus clear that, although there are countless online sellers in China, but most of them are small and medium-sized.They are mainly distributed in the residential buildings, isolated from each other,so they are lack of communication and opportunities to learn from each other. Such layout stops them from the understanding and mastering electronic business, thereby impedes the enterprise development. Online sellers’ day-to-day activities such as logistics also influence the peripheral environment, and inevitably bring confusions and noises to the surrounding residents. In order to promote online trade, Hangzhou municipal government made a decision to open up an electronic commerce industrial park. Online goods suppliers , online traders ,e-commerce service providers would be gathered together and develop in the park. This Park would provide industrial cultivation, technical support, technology and finance, legal protection, personnel and other services. Through the personnel training , technology promotion, industrial guidance and the industrial chain optimization, the e-commerce industrial collection and brand promotion would be further encouraged. However, after years of construction, the e-commerce business park itself has met some problems in development. After some research
