This article targeted the human factors, which affect the CNG fuelling station safety incidents human factor, using the theoretical superiority of SHEL and Reason model in human error possible roots identification, and then, established the SHEL-Reason union model. Through the union models usable analysis, and the application examination which recognize human factor in the CNG fuelling station, played a good effectiveness of the application. For domestic CNG fuelling station human- machine harmonious quantitative management practice, reserve technology conditions and s for human factors based, risk assessment, prevention strategies set a solid foundation. In recent years, the incidents happened around CNG fueling station has reminded people, how to correctly identify the accidents affecting factors of CNG fueling station, especially potential human factors influence, is to develop and implement relevant safety management measures of the key steps. However, the existing research facilities only pay attention to the station equipment conditions, environment factors and impact of security management system[1~5], lack of further analysis to personnel factors ,such as potential trigger, so the existed safety precautionary measures is difficult to fundamentally solved avoid city CNG fuelling station accidents. With the new scientific and technological achievements continuously introducing to industries, industrial production and daily life in the cause of the accident investigation shows, the percentage of accidents caused by unsafe behavior of people is increasing, and therefore, in safety engineering research fields, always be not taken seriously the human factors have become more and more attracted peoples attention. However, in practice, the human factors often affect the various securities with fuzzy and random recessive manner, so it is difficult to be objective and true to clearly identify human factors.
